On January 30, 2026, Globe Telecom, Inc. and the Metropolitan Manila Development Authority (MMDA) formally sealed a renewed partnership at the MMDA office in Pasig City, reinforcing a shared mission: to keep Metro Manila connected and resilient when disaster strikes.
The turnover of their Memorandum of Agreement signals a strengthened approach to disaster preparedness and response, especially in the face of what experts consider the capital’s most serious natural threat.
Preparing for the Unthinkable
According to studies by PHIVOLCS, a major earthquake—often referred to as “The Big One”—could hit Metro Manila due to the movement of the West Valley Fault, which operates on a 400–600 year cycle and last moved in 1658. Scientists estimate a magnitude 7.2 earthquake could occur around 2058, though the possibility of it happening sooner cannot be ruled out. If it does, as much as 40% of Metro Manila could be affected.
This sobering reality is the driving force behind Oplan Metro Yakal Plus, MMDA’s disaster response framework for a worst-case earthquake scenario—an initiative that Globe is now actively supporting through this partnership.
Connectivity When It Matters Most
For Globe, disaster preparedness goes beyond restoring signal bars on phones—it’s about enabling communication when it can save lives.

Under the agreement, Globe will activate its Disaster Recovery Plan, which includes fortifying critical sites, restoring network services, and deploying Network in a Box (NIB) and Cell on Wheels (COW) units to ensure connectivity in high-priority areas.
The MMDA, for its part, will help fast-track Globe’s response efforts by granting access to priority locations, issuing credentials to technical personnel, and designating secure spaces for equipment—complete with power and fuel support.

For the MMDA, the partnership highlights how collaboration between government and the private sector can directly translate into safer, more resilient communities.
